With reference to your letter of the 23rd of
June, No.F.2550/8/10 and previous correspondence, I
am directed by Hr.Secretary Amery to transmit to you,
to be laid before Secretary Sir Austen Chamberlain, a
copy of a despatch from the Governor of Hong Kong in
which he expresses his views on the question f allocating a share of the proceeds of the Washington
surtaxes to the Canton Government.

I am to invite attention particularly to
the last paragraph of Sir C.Clementi's despatch in which he points to the likelihood of an increase in
the Chinese customs duties resulting in the development of smiggling with detrimental results to the relations
between the Colony and its neighbours. The Secretary
of State is not aware whether this point has as yet
